an interbranch research institute in the USSR. The institute was organized in 1955 in Moscow within the system of the State Committee of the Council of Ministers of the USSR on Labor and Social Problems. Comprising 15 departments as of 1975, it has branches in Alma-Ata, Vladivostok, Voroshilovgrad, Irkutsk, Krasnoiarsk, Minsk, and Novosibirsk. Since 1958, the Central Bureau of Labor Norms has been operating within the institute.

The institute studies ways to increase the productivity of labor, make the best use of labor resources, distribute earnings in proportion to work in a developed socialist society, raise the standard of living, improve social security and work organization, and set standards for labor in the national economy. It also coordinates research in the field of labor economics and trains scientific workers.
