Appraisal-Conflicts Commission

 

a primary agency that existed in the USSR from the 1920’s until 1957 for the mediatory settlement of labor disputes between workers and management relating to the administration, establishment, and change of labor conditions.

The composition of the commission was based on the equal representation of both the management and the factory, plant, or local committee of the trade union of a particular enterprise or institution. It was mandatory that those labor disputes enumerated by the law be first submitted to the commission. Other questions relating to the administration of working conditions could be directed by the worker either to the commission or to the people’s court. The decisions of the commission were made with the agreement of the parties.

The functions of the Appraisal-Conflicts Commission were basically transferred to labor dispute commissions in 1957 with the adoption of the Decree on the Rules on the Settlement of Labor Disputes.
