Scheduled Work Force

 

the total number of workers employed at a state enterprise or organization on a fixed date. In the USSR, the scheduled work force includes permanent, temporary, and seasonal workers, that is, all industrial and nonindustrial workers hired to perform primary or secondary services at an enterprise or organization for one day or longer. It includes all workers actually on the job and also those on leave, away on business, and absent from work because of illness, as well as those engaged in state and public duties or absent for other reasons. The scheduled work force should be distinguished from the average number of workers, which is an index determined for a certain interval—a week, month, quarter, year, or any other period of time.
