COREPER

Comité des Representants Permanents, ‘Committee of Permanent Representatives’. COREPER meets in two formations: COREPER I and COREPER II. COREPER II consists of the Permanent Representatives who are the member states’ Ambassadors to the European Union themselves, who deal with general issues and questions of foreign policy. COREPER I consists of Deputy Permanent Representatives and deals chiefly with matters concerning the internal market and technical and economic questions. COREPOR comprises high-ranking civil servants of the member states. It is an ancillary body and is pivotal to the decision-making process given that the Council can only meet a few days every month. For instance all items on which COREPER has already reached agreement are designated ‘A’ on the Council's agenda and the Council approves them without further discussion unless a member specifically requests further consideration. Matters on which there are no agreements are designated ‘B’ items.
