Kazbek Savvich Butaev

Born Dec. 4, 1893; died 1937. Soviet statesman and Party figure. Economist. Member of the CPSU from 1918.

Butaev participated in the struggle for Soviet power in the Northern Caucasus—as vice-chairman of the People’s Soviet of the Tersk Republic, secretary of the Gorsk Underground Committee of the Party, commissar of a partisan division, and head of a revolutionary committee. From 1920 to 1925 he was secretary of the regional committee of the RCP (Bolshevik) and of the People’s Committee of the Gorsk Republic. From 1925 to 1929 he was a student at the Institute of the Red Professoriat. In 1929 he became assistant to the editor in chief of the newspaper Ekonomicheskaia zhizn’ and head of the sector of composite planning of the Supreme Council of the National Economy. From 1931 to 1934 he was assistant director of the Institute of Economics of the Communist Academy, a professor and director at the Institute of the Red Professoriat, and simultaneously editor of the journals Problemy ekonomiki and IKP (Institute of the Red Professoriat). From 1934 to 1936 he was first secretary of the North Osetinskii Regional Committee of the Party. In 1937 he was a professor and assistant director at the All-Union Planning Academy. Butaev’s works are devoted to the land question, the economic and political development of Osetiia and other raions of the Northern Caucasus, problems of commodity production, and the theory of the Soviet economy. He was a delegate to several Party congresses and was elected a member of the All-Union Central Executive Committee and the Central Executive Committee of the USSR.
