It is generally called mee-mawin' wi' th' mouth in contrast to flapping the hands about when speaking, which is mee-mawin' wi' th' hands. But mee-mawing can also stand more generally for being long-winded.
1978 Lancashire Life Oct. 97/2 In defining ‘Mee maw’ as ‘to make faces at’ the author is off-target: Mee-mawing is exaggerated movement of the lips to facilitate communication above the noise of looms in a mill.
1993 Daily Tel. 11 June 3/1 These matronly practitioners of ‘mimo-ing’—the Lancashire art, developed by mill-workers, of mouthing ‘unmentionable’ vocabulary.
