An early stage of real estate development.The term has different meanings to different people, so one should not make any assumptions when hearing that a development is in preplanning. It may mean that stage when the project is under consideration, but before any money has been expended on research or due diligence.It may mean that stage before generation of any site plans or architectural plans, but after expenditure of significant sums for due diligence and research.
